Is there anyway to open a video using VC-1 in Adobe Premiere with out re-encoding the video? I read online that you could maybe remux it into a MOV file and it would work, but not really sure how to go about that, since none of the tools i use allow MOV output.

VC-1 is a microsoft codec, so for sure remuxing into the apple based MOV will not work . It's only compatible in .asf (wmv) and transport streams, and PP doesn't have a wvc1 decoder
One option is to frameserve in with avisynth and avfs, but the scrubbing performance will be low compared to as if you used a proper editing intermediate -
