Probably protected by Silverlight DRM, or a bespoke variation thereof, as Silverlight is a requirement.
Did you try the same DRM removal tool as for regular BBC iPlayer downloads?

  3. Case,
I would like to experiment with DRM removal tools. Can you give me some BBC urls and links to DRM removal tools that work so I can try to remove DRM. Thank you.

  4. I think i used KeepVid for the BBC iplayer downloads before but when you right click on the downloads in the BBC store it just says Silverlight, no options. I have found the download on my harddrive but not sure what to do, thanks for your replies

It seems this store/market isn't deemed viable.
