Subtitles sync from DVD to BluRay

I've a DVD and a BluRay of a movie. The DVD does have english subtitles but the BR doesn't. I would like to rip the BR and add the subtitles extracted from the DVD to it and of course sync/timed properly. I've never done any subtitle work before.

Any suggestions/guidance will be appreciated.

Does the end format have to be Blu-ray? It might be easier to make an MKV.

Rip both versions. Check running time of each as a first step, using MediaInfo. Extract the DVD subtitles with PGCDemux.
