  1. I have created 41 VOB files from a DVD and would like to make anther DVD out of them. However, they are too big together to fit in one DVD even though they came from one. I need to reduce each one of them. I have searched many web pages about it but I have not found any good ones yet. I am hoping that I can do so for free of charge.

DVDs are not created WITH VOB files, they are created with DVD compliant MPEG2 files.
Whoever told you that the VOB files taken from a DVD are "better" than the MPEG2 files that created them is wrong.
The reason that they do not fit is that you took these VOB files from a dual-layer DVD and you are trying to put them back to a single-layer DVD.
    Stop messing with VOB files.

  3. You can go ahead and make the DVD followed by shrinking them using DVDShrink.

    Or use a DL DVD.

No reason to waste a lot to time messing with the files and reducing the quality.
