My cable TV box has encryption enabled.
If i use this

and then connect with some Samsung LED which can record. Will those recordings work on other devices?

I don't know what you mean by "Samsung LED which can record". Anyway make sure to ask the seller to confirm the HDCP bypass before you buy the splitter, Also you need an HDMI capture box or an android box that has the capability of recording from an HDMI input. Some android boxes are capable of ignoring HDCP and have HDMI out for your TV.
