In the recent couple of days I realized that used PC workstation market is saturated with cheap systems . I will quote some deals. But are they any good for video Editing. If yes which processor? How much RAM? How about ssd/had drives?
Check what 300-400$ can give you.

They are cheap for a reason. Take note of the sockets: LGA 771, LGA 1366, LGA 1155, and LGA 1156. Socket 1155 is the newest. The CPU installed in that system is a Xeon E3-1240, which came out in 2011. $440 for a system that has been heavily used for 6 years? Save your money.

Why used? That same $400 will buy you a 6C/12T Ryzen, motherboard and ram and just pair them with whatever current case, power supply and storage you have.

No it won't cost $440 or less to build a good home video editing system, more like $800-$1000. Yes you need an AM4 motherboard, but you might be able to find a decent one for $100 or less. Yes you need DDR4 2400 RAM, 16GB or more. You probably need a newer, better discrete video card. You might need a new PSU. You might even need a new case. You will need a CPU cooler**. You don't need a 8-core 16 thread Ryzen 7. An AMD Ryzen 5 1600X would be fast enough to satisfy most home video editors.

What model case/system do you have? Slim or small form-factor cases would need to be replaced, but many pre-built systems contain a standard-sized MATX motherboard and use a standard mini tower case, which might be re-used. Most pre-built systems have a low-wattage PSU and the PSU would need to be replaced.

The Thinkcenter M58 case and its PSU are unsuitable for re-use in your new build. The case is a small form factor design. The original PSU is only 280 watts and it is probably a custom-made SFX design.

I would say that the heat sink/fan that comes with the AMD Ryzen 5 1600 is more than enough. Considering it has a TDP of 65W.
