I tried to get it with Livestreamer 1.12, unfortnunately it gets stuck at Opening Stream. I tried with akamaihd:// and hlsvariant://. Here's the command I used:

livestreamer "hls://http://hlsscottishtv-a.akamaihd.net/1486976045/5383565129001/1486976045_5383565129001_s-2.ts?pubId=1486976045&videoId=5383546371001" best -o "C:\Temp\output.ts"
