when i encode an avi file to mpeg1 with TMPGenc , will the quality of images improve??

NO,
you cannot really improve the quality of any image simply by converting it from one format to another. This applies to still images, video and I suppose sound. You may change the viewers perception of it by applying filters to soften the image, brighten it or darken it etc so some people will prefer the altered version, but in reality the basic premise of 'Garbage in, Garbage out' holds true for all multimedia -

The quality of images will never improve when converting from one format to another.
You need to be aware of the lossy compression that each codec has and decide which format to use to get the best video for your hard drive space.
mpg 1 is a vcd/cd rom format that throws away lots of information from the video permanently, you will never be able to recover this information.
avi depending on the codec you use can be even uncompressed, but takes up much much more hard drive space. However, the quality of the video in the end is usually better. Thus you need to decide what you intend to use the video for, (CD-ROM, DVD, internet etc?) and then decide what format and codec to use. Other factors to note include frame size and frame rate.
