i use Video Redo to edit DVR recordings, its not free, but its good, it has stream Fix feature you can run before editing, to fix any glitches or time sync play back problems
then use the time line editor, and mark what to cut and what to keep and save your file

tsMuxeR is one possibility. Or maybe AVIDemux if you need more edit options. They are both freeware.

    And welcome to our forums.

If not it's encrypted or corrupt

    What are you recording on
Any video recorded on the pc, you should be able to open
Transferring from hard drive from satellite DVR encrypted, just forget it
Will take the Nsa super computers to decrypt

TS streams recorded from over-the-air broadcast TV, satellite TV, or even cable TV can have missing frames and other errors. Free editors and the majority of paid editors can't handle these problems. I looked for a freeware solution for a long time before finally giving up and buying paid software. TSSniper was the best freeware I tried, but was still inadequate. It only cuts on I or IDR frames and is unable to deal with more than a few errors. I never tried TSSniper for editing H.264 streams but its specs include H.264.

VideoReDo TVSuite and TSDoctor are paid editors designed to handle errors in recorded H.264 digital TV streams. TMPGEnc MPEG Smart Renderer 5 is another paid program that seems to work for some people.
