I'm trying to download a video from kijk.nl from another country. Tried using geo-bypass and a couple of proxy options but am getting the below error:

use a good vpn or a proxy set to the Netherlands if ur using a vpn do youtube-dl -f bestvideo "https://embed.kijk.nl/video/xjmuTzSxdwc" and if ur using a proxy youtube-dl -f bestvideo --proxy yourproxy here "https://embed.kijk.nl/video/xjmuTzSxdwc" or use https://www.downloadgemist.nl/ or https://www.helpdeskweb.nl/gemistdownloader/ wich have support for those site"s already

I've tried a few NL proxy's from a free-proxy site but with no success

If your not from the Netherlands itself there is no way u can download it without a proxy or a vpn other then using downloadgemist or gemistdownloader it will be hard to find a working proxy use a vpn instead
