The sharp edges of the text DO take more bits to encode. DCT encoding just doesn't handle sharp edges very well.
If you're using CBR it won't enlarge the size of the final file, but it will degrade the quality of the rest of the picture.
If you're using CQ mode, it WILL in fact cause the file to be larger.
