    What format (Codec) video? If it's a AVI type container, maybe VirtualDub with a filter like 'Blur more' or similar.
    Or maybe Avidemux for other formats with 'Gaussian convolution' or similar.

    With either editor you will have to re-encode.

    I haven't used the blur filters in AVIDemux, but load in a sample video, set output format and
    you should see the filters menu. Look under 'Noise'.

    Try the different blur filters and settings.

    If you just want to blur a small part of the video, such as a face or similar, then it gets
    a bit complicated. Others will have to advise you on that, as I haven't done it.
