Hello I would like to know what are the ideal specs, or minimum requirements, for a GPU in order to play 4k movies or Youtube videos?
I am not interested in 4k gaming, just videos. Also do the RAM and CPU play a part too? If so, what are the minimum requirements for those two pieces of hardware?

My AMD RX 460 does pretty good with 4K HEVC content, using LAV Filters in MPC-HC. Before on my 2008 GPU, 4K content was pretty much impossible to play in real time (even 4K H.264).

One of NVIDIA's new GeForce GTX 1050 cards would also be a good choice, and not super expensive, although they are in short supply presently. They have DP 1.43, HDMI 2.0b, Dual Link-DVI, and HDCP 2.2 support, plus they can perform hardware decoding for VP9 and 4K HEVC.
