    ...after previously exporting a similar clip in PAL? I'm using 10.1.3 version btw.

    When you start with a blank project and import a file with a specific frame rate, the project frame rate will be set automatically to the frame rate of the first file.
    You could keep a few 10 second dummy files at various frame rates, to start projects with the intended frame rate, regardless of the frame rate(s) of the source material you plan to use.
