    Converting LESSENS the quality.

  3. Yes, converting can only make it worse. But filtering it can fix some types of problems. What's wrong with the current video?

Thanks guys. I'm a newbie to the conversion or encoding stuff. I was wondering if the video could be changed to constant bit rate with x264/mkv format without much penalty on the quality.

Just take a short portion of the video via a lossless cut and test it.

  6. Making it CBR is idiotic and won't result in higher quality. If the idea is to make it smaller, then reencode it at a lower VBR bitrate. If the idea is to somehow improve the quality with selective filtering, then we'd need a small 10-second sample, one with steady movement and that shows the problem.

  7. 768x576 progressive 3 752 kbps could be transcoded to h264 at 2000 kbps VBR without visual qualty loss. File size becomes around 2 Gbytes

CBR is NOT normal for most of the signal sources - CBR is required only in special cases and usually there is no way to make CBR without cheating (usually stuffing must be added to real data).
Is there any special reason that you require CBR video?
