I got a call from my storage saying that several of my bins had been submerged in water due to a pipe break. Over 500 CD's were waterlogged and the liner notes and booklets within the cases ruined. Is there a way to download a digital copy of these using software by inserting the CDs in my Windows PC similar to the method track names download from the freedb.org database? If so, can anyone recommend a good software? Thx.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

No. You may be able to contact one or more of the CD publishers for replacements, or find image copies of the inserts (mostly just the covers) online and print copies for use in the jewel cases, but that's more or less it.
If cameras add ten pounds, why would people want to eat them? -
As Ai Haibara mentioned, probably best to download and print your own. Many good quality covers, insides, jacket leaflets , etc. can be gotten from here:
