How to do this fast motion effect!

I've been trying to figure out how to do this effect for a while now. I want to know how this guy does it since it is a perfect example of what I want to do.

He does the effect at 0:44 -0:46
For some reason when I speed up the clip it would never come out as smooth as that so what is he doing to do that??? I would really appreciate it

Bring the footage into your NLE and examine it. His speed up lasts about 10 frames. He's starting with perfectly smooth footage, and he's not doing any blending or interpolating.

If you're not getting the results you want you should indicate exactly what you did and provide before and after sample clips.
