  1. I have some MP4 files that I would like to join together into one file without quality loss, is there a software that can do that?

  2. Yes,My MP4Box GUI. Provided same codecs, resolution etc are used. Otherwise you need to re-encode, ie. (maybe not noticeable) quality loss.

The files will have to be the SAME (resolution, bit rate, frame rate, etc.) or they will need to be recoded which means some loss. If they are the same I use FFMPEG's Concatenate feature and they play fine in most players.

  4. The MP4 files have different resolution (720x480 and 1280x720), frames (24 and 25) and bitrate.

Which software that can re-encode the best and not lose a lot of quality?
