    Slow down the video playback to 2x or 4x of their original speed...

    note: I know that in win media player I can do it with 0.5 speed

    however, it looks like 0.5 is already slowest in the setting.
    I need even more slower. Not enough for me

    I am taking notes from the video lecture, I do not want to pause and play , pause and play at all times

    Try VLC player. It can play most any file. Under 'Playback>Speed' you can slow it down quite a bit.
    There are also 'Hotkeys' so you can use the keyboard shortcuts to control playback speed.
    Hotkeys are adjustable under 'Tools>Preferences.'
    VLC doesn't need any added codecs, and there is a portable version, so you wouldn't need to install it if desired.

    Another alternative is to use a audio editor like Audacity.
    Just drop most types of video files into it and you can adjust the speed of audio playback and
    correct the sound so it's more recognizable under 'Effects>Pitch.'
