    On my 6 years old Philips LCD TV I noticed strange small black bars on top of the screen. They came suddenly and I am wondering if this is sign that my TV is dying. Please, see picture below:

    Just a guess. The screen may be edge lit and that plastic piece may have came loose or delaminated.
    Usually if the backlight itself begins to die (florescent backlight), the whole screen just gets darker.
    Or when screen pixels die, you just have black spots.

    If that noise band is moving, it could also be noise from a closed caption line.

    If the bars are stationary and constant, then the matrix electronics are failing.
