  1. I have 2 of the exact same video, but one is in 720p, and has a size of 200MB, and the other is in 1080p, but is only 90MB.

Is there any simple way to 'combine' these 2 video files, to get a higher quality 1080p video?

  2. Resize the 720p one to 1080p and reencode at a higher bitrate.

Of course not. By the sound of it you have a good quality 720p video and a poor quality 1080p video. I wouldn't even follow my own advice but I'd be satisfied with the 720p one.

Resolution is NOT the same as quality.

As noted above, choose/keep whichever file has the best quality.

And count yourself lucky if you do not get your knuckles rapped by a mod for that 'bump'

You really should wait atleast 24 hours before even thinking about that.

And we know virtually zilch about these videos so can hardly advise. So, yes, just keep the 720p version and resize at playback.
