I'd say the older versions of Handbrake were the best but on Windows 10 they just crash so are there any good alternatives ? Programs like Avidemux & xMediaRecode are not accurate with Target File Sizes & VirtualDub is harder getting the right bitrate so looking for something like Handbrake that does AVI encoding & that lets you enter specific number for Target File Size

You set up a two pass encode if you want to set an accurate file size. Or you can set up an accurate bitrate and you can have that.

But you can't have both at the same time.
