    What's the best app for compressing Jpeg file size without loosing quality?

    IMHO:

    --- With a GUI: IrfanView, XnView;

    --- Command-line interface: cjpeg.exe

    without loosing quality?
    There will always be some loss of quality in JPEG compression, even if you choose quality_level = 100%
    (i.e., all 3 matrices containing only "1"s as coefficients ++ NO chroma subsampling).
