I created a ISO + UDF 1.02 + Juliet ISO from a 6.93 GB VIDEO_TS folder..the ISO ended up being 7.63 GB.
Is this normal or is IMGBURN adding padding to the disc to bloat it? Anyone know and can assist in getting a .ISO exactly the size of the folder?

No, it's not normal. Do you have anything else in the movie DVD folder besides the VIDEO_TS and the empty AUDIO_TS folders? As a test I made an ISO of a movie on DVD. The source VIDEO_TS was 4.36 GB as was the ISO made from it. I'm enclosing a pic of what ImgBurn shows before creating the ISO from the DVD files on the computer. As you can see the ISO size will be only very slightly larger than the source DVD files.

that 300+MB, it may seem like a lot
but how many files are in that video folder, vobs, bups, ifos etc..
all of that has to be indexed and disc space allocated for the location pointers
the more files the more index space used
also thats a double layer disc, there will always be 'blank space ?' fill out in the layer split
i don't know how much,
none of this matters anyway
the movie fit on the disc and you can't use the empty space for anything else , so it makes no difference
now if you have an 8100 mb movie folder that gets enlarged and won't fit on the disc
then that becomes a problem

The Joliet extensions are optional, but they are not hurting compliance, nor do they take up much space (couple of MB tops at the starting sectors), so don't think that losing it will restore all your lost space.
Keep it or lose it based on whether you want compatibility with older OSes, but look to other strategies for space efficiency.
300MB might actually be proper padding difference, so I wouldn't sweat it if I were you.
