Is this possible?
Is it as simple as changing a file extension?

No! A DVD consists of many files BUP, IFO and VOB's. What you can do is put a DVD format into a container like MKV, no reencoding or loss of quality but it will be the same size. It is then a "single file."
An example of a "DVD"
The Man From Snowy River DVD
AUDIO_TS (Folder)
VIDEO_TS (Folder containing the following files)
VIDEO_TS.BUP
VIDEO_TS.IFO
VTS_01_0.BUP
VTS_01_0.IFO
VTS_01_1.VOB
VTS_01_2.VOB
VTS_01_3.VOB
VTS_01_4.VOB
VTS_01_5.VOB
You could alternatively select the VOB's relating to the main feature and use a program like VOB2MPG to turn them into a mpg file. The easiest IMO is to use MakeMKV and select the main feature.SONY 75" Full array 200Hz LED TV, Yamaha A1070 amp, Zidoo UHD3000, BeyonWiz PVR V2 (Enigma2 clone), Chromecast, Windows 11 Professional, QNAP NAS TS851
