    Can anyone tell me where to by this card or does anyone sell one??
    The purpose is to capture DVD compliant MPEG2 from TV and HI8mm
    with high quality.

    I got mine from Harmony Computers (I think) out of New York for $229 about 3 months ago. I use it to capture programs from my digital satelite and then convert to either vcds or svcds. The quality is great.
