are there free video editors that are somewhat on par with adobe premiere pro/ vegas pro in terms of features and functionality, and uses x264 when rendering?

Lightworks, Edius, Da Vinci Resolve, Catalyst and in a class of its own (for good and bad) Avid.
But the two you mentioned first are the most popular, and deservedly so. -
I meant actual the actual x264, not the commercial h.264 encoder. Aviutl seems to use it, the four mentioned by smrpix, I will check. Thanks, any more will be appreciated.

H264 and H265 are standards, which I guess can also be called formats but idk. Standards which many codecs can be built to conform to, like x264 and x265. x264 and x265 are considered codecs, as codec stands for encoder/decoder. Even though x264 and x265 don't decode, and rely on standard decoders.

correct me if i'm wrong but i thought that x264 is a free and open source encoder which produces the h264 codec.
hence, i believe that commercial products like blurays and software like adobe's have a different encoder which produces the same codec. i just personally call that encoder "h264 encoder".
am i totally wrong? -
x264 is a free encoder that produce video data compliance to the H264 format standard.

-Adobe premiere suppose to have some third party expensive plugin that exports H.264 using x264 encoder
-there is also x254vfw for Premiere and Vegas that exports AVI container with H.264 in it using x264 encoder - not sure if that is the way to go
-There is DebugMode Frame server plugin for Premiere and Vegas that serves timeline into following application of your choice (that accepts vfw avi) , which could be for example Avisynth following x254 encoder as well. This needs some setup first to make things work. -
