  1. are there hdtvs that support this via usb? level 5.1, 10bit, and 16 reference frames

    Maybe, but that's a very demanding thing to decode if it is H.264. Better to just buy an external media player than to buy a TV based on what things it can play via USB. If it has HDMI, then just about every new media player can output to it.

    most likely not. you are lucky if an hdtv will play an mp4 at main@4.1 with 4 ref frames.

  6. Intel should support this, latest NV and AMD GPU also should have no problem to decode this in HW, soon products with Rockchip RK3399 are expected on market and this one should also capable to decode almost everything... Wait few months then buy something.

    High10 profile is H.264/AVC. Intel, Nvidia and AMD do not support that.
