Playing a Streaming Video on VLC
i see the content bitrate 2500 kb/s while Demuxed data size is 14000 kb/s
what is the difference ?

There's no real difference. The program that's reporting the bitrate is wrong with one or both. It's probably getting the frame rate wrong so the bitrate calculation is wrong. Is this a variable frame rate video?

MediaInfo reports of both will certainly be useful, already to know which format is which.
Many tools analyzing media files will not scan the whole file but rely on header attributes. And these numbers are not always exact. Often they only represent a possible maximum, but not the average over the whole playing time. -
I think the diference is in size of stream and uncompressed video, you see on the monitor.

That's mean the Video Bitrate is 14 MB/s original and Used an encoder which Shrinked Bitrate 2.5 Mb/s and Quality Kept the same ?
is it possible ? -
If you only demuxed the video there is no change to it regardless of what some program reports about the bitrate.

I see, he's not demuxing the video stream, he's viewing the statistics dialog in VLC. "Content bitrate" is the bitrate at the current location in the file. "Demuxed data size" is the total data read from the stream since it started playing. Note the latter is not "per second" it's the total amount of data read.
