    When shutting down win7, I frequently get a panel that says
    'the following programs are preventing windows from shutting down'.

    Thing is, many times there is nothing listed in this list.
    Sometimes there is a flash of Task Host;
    but not always. It lasts sometimes for 30 secs, sometimes over a minute.

    Any of you guys seeing something similar? Norton finds nothing (ever).

    Check your HDD light during shutdown. What Windows or one of your programs may be doing is erasing old files or the Page File.
    One way to check what's running at shutdown: 'Right click the Taskbar > click Task Manager > Processes' to see which program is still running.

    Another possibility is that your Page File is being securely erased. Do an internet search for: (wipe:clear:erase) page file at shutdown. It's a registry option that is for security
    and can be very slow with a large Page File.

    Another possibility is WaitToKillServiceTimeout. This sets how long the system waits for services to stop after notifying the service that the system is shutting down.

    More likely, it's just some program trying to 'clean up some loose ends' before shutdown. I would suspect anti-malware programs first. Or some sort of communication program.
