  2. I just spotted some sweet deals on 16mm film movie cameras & low light lenses. Is there a digital way in post production to blow my movie up to full fram/35mm (A software, maybe?) or is it always done during having it developed?

    no it's hardware based, you need a laser film recorder. after developing it's scanned at high res and then printed to 35mm with the recorder.
