Hello,

I want to make the transitions of my video similar to the ones this other video has https://vimeo.com/112722687, I was looking and looking and dont seem to find the effect on premiere or vegas and I know by fact that this person use those programs to edit. if anybody knows

It's typically called a "swish pan" transition; in some software might be called "whip pan" transition

Vegas Pro does not have a "Swish Pan" specific tool. However, it has all the tools necessary to roll your own.

Yes, you can do it pretty easily in almost any editor if they don't already have a dedicated transition
