After using good old WinDVD to capture screencaps from DVD video for many years, I have upgraded my PC and no longer able to run it, Now I use VLC which is a great program but it doesnt do frame by frame advance so I can get the exact screencap I need.
What is a good video playback program that has the option to forward and reverse frame by frame ?

Yes, it does. Press e for Next Frame. Check the Hotkey assignments. It doesn't seem to have the equivalent to go backwards but you can use Shift+Left go jump back a few seconds.

And several other players have frame forward and frame backward, though backward often doesn't work well (for technical reasons). MPCHC and KMplayer for example. And editors like VirtualDub have it too.

  3. MPC-HC has a button on the navigation bar for stepping forward (no backwards button) but you can also use the Navigate GoTo menu to go to a specific frame number. Ctrl+left and right arrows on the keyboard move back and forth one frame at a time. Shirft+left and right arrows jump between keyframes. By default when you use the navigation bar you'll always land on a keyframe, but you can change that via View/Options/Tweaks/ and the "Fast seek on keyframe" setting.
