Lines on video during capturing and on captured video.

I am facing strange problem in capturing videos by vcr by dvd etc.My video capture card Videomate m100 in pci slot shows lines on video during capturing and also on captured video.I used different capturing programmes honest tvr power director windvr and other. Problem is same on all.I also used Asus 7131 capture card.The problem was same on Asus7131.My desktop computer board is dh55tc Intel with Intel i3 processor.How I can get rid of these lines.Please help me.The problem can be seen my captured this video which i have uploaded on youtube.
All problem is with capture card.This is only capturing problem.No same or other problem is with my computer system.

Geez, just upload a 10 second sample from the source, not a YouTube reencode. One with steady movement so we can see the 'lines'. They're only visible during movement, right?
