thanks. I'm using Subtitle Edit. I added the vob files and started the OCR process. When it was done, the subtitle lines were blank. I'm assuming I didn't do it correctly?

To just extract the VobSubs from a DVD I use VobSub Configure. It's included in the VobSub package. If they need to be OCR'd to SRT or SSA or whatever, I can follow up with SubRip. There are other ways, of course, but this is what I've used for years and it works.
If I just want text-based subs (SRT, SSA, whatever) directly from the DVD, I also use SubRip. Here's Baldrick's guide:

When you import DVD subtitles from VOB/IFO into Subtitle Edit it starts by ripping them. It then comes with a window to start OCR. If you want image based subtitles you select the empty lines (Ctrl+A) -> Right click -> Export. If you want character based subtitles you start the OCR proces. In this case if your language isn't installed click the three dots next to "Language" and "Dictionary".

Okay I got the subtitles now. However, spellcheck/OCR is not the best thing. A lot of words were missed from spellcheck like "can'!" which should be "can't!" or "lo" should be "to". any way to fix this so that the spellcheck works properly? or is Subrip more reliable in extracting subs?

Looks to me as if there's a problem recognizing the letter "t" in the subtitles you're using.
"can't" becomes the word "can" which is in the dictionary togther with some characters. "to" becomes "lo" which is also in the dictionary. There may be other words with "t" where "t" initially isn't recognized correctly but is corrected by the dictionary.
I would try to use "Use custom colors" for "Image pallette" to see if I could get a more clear image of "t". -

And did you try to make one of the blacks into transparent?
Or use a different color instead of black? -

With "Use custom colors" try make the first 3 colors transparent and the fourth white.

If you ripped the subtitles to IDX/SUB you can zip those and attach to a post.

If you don't mind using another program, give a try to SubExtractor.

subextractor is a bad program. i selected the vob files and it said it couldn't extract or something like that. that's why i came here. and subtitle edit works... just have to use spell check.

If you get words like "can'!" from OCR it won't be caught by spell check. Besides the Hunspell used in SE I also use the MS Word plugin and "can'!" is considred spelled correctly. I also tried the word in MS Word - also consider the word spelled correctly.

ok, but it also spells GOT as "90!", or "of" as "oi". it's really annoying to deal with.

Looks like i'm stuck yet again. I just tried adjusting the timing and framerate of the subs with the dvd movie i extracted them from. the timing is way off. i adjusted the shift times with aegisub. managed to make it align/synch with the beginning of the movie but then it gets way out of sync further in. i set the framerate to 29.970 which is the video's framerate.
