Nope. I haven't seen any converter where you can adjust the % of original bitrate.
You could always try use a constant quality/quantizer variable bitrate with a value around 20-30 and see if it reduce the bitrate enough.
(If they all have same bitrate can you of course set the bitrate manually.)
