Can anyone recommend a good and inexpensive Blu-Ray disc player that connects to a Windows PC using a USB 2.0 cable?
This is for watching videos on Blu-Ray discs.

Any external Blu-ray drive that connects with USB will work for you. Unfortunately, the combination of an external drive and inexpensive is hard to come up with. And there don't seem to be any Blu-ray ROM drives for a good price. The few that exist are about the same price as the Blu-ray burners.

It is $99, but if you use the promo code EMCEHEH57, that drops the price by $31, and there is a rebate as well, which will eventually get you an additional $20 back. This Asus drive is probably made by LG, and should be good quality. It will use its own power supply, and not depend on the USB connection for power.
If you intend to watch commercially made Blu-ray, you will need software as well as a drive. Right now the best choice would be PowerDVD, especially if you want access to the menus. PowerDVD is not free. There is one free player you might try. It is called the Leawo Player. -

a player is not going to connect to the PC although it will connect to USB drives and memory sticks
a blue ray drive either read only or read/write aka burner
will allow you to watch a BD on your PC using powerDVD software player
a disc player that connects to the TV is NOT a PC accessory

Hopefully mobile1 was already aware that a workable PC-based solution requires both a Blu-ray drive and Blu-ray player software running on the PC.
