    Hi, I have a dell inspiron windows 7 64bit home premium laptop and I want to finally change the keyboard layout to the usual one we all use.

    When I want to enter a quotation mark " or the ` and ' chars, I have to hit those keys twice. If I hit them once, the char does not appear, and if i hit a second key, any key, then its (for lack of correct term) referenced key code shows up instead.

    here are some examples for the " char, if I hit that key, followed by another key:

    "j ï "c ö ä Ä "7 and so on.

    ú á Á and so on.

    That was it, aedipuss..

    in Control panel:

    Code:
    1. click on "Click, Languages, and Region" 
    
    2. Region and Language
       (Change the date, time, or number format) 
    
    3. select the [Keyboards and Languages] tab
    
    4. click the [Change keyboards...] button
    
    5. and finally, in the drop-down, change from 
    [English (United States) - United States-International]
       to
    [English (United States) - US]
    
    6. select [Apply] and [OK] buttons
    
    7. click [OK] button.
    
    8. finished
    Five years of having to deal with this.. no more, Pfew! Thank you!

    EDIT: while it did work in notepad.exe, it would not work in other apps. But through trail and error, I had to install the "English (Canada)" layout (below) and then select that as the primary. Then it worked in anything-everything.
