I am trying to create good quality SVCDs and/or XSVCDs from NTSC DV source video (i.e. Sony Digital8 camera) for playback on my Apex AD1500 DVD player(which apparently has good compatibility with just about any (X)VCD/(X)SVCD format). Here is my process:
1. Capture DV via firewire using Adobe Premiere
2. Resize the DV AVI to 480x480 in Virtualdub and frameserve interlaced video uncompressed directly to CCE 2.50
3. Encode video to MPEG2 in CCE using 4 pass VBR with various bitrate settings (e.g. 2200=avg, 300=min, 2600=max, I have also tried higher settings). I have tested a variety of settings including selecting/deselecting progressive frames, upper field first, zig zag scanning order, etc.
4. Finally, I encode audio using Tmpgenc 128kbps mp2 and multiplex video/audio with bbmpeg
Why can't I get output that appears to be interlaced, when viewing from a computer screen (or for that matter from my TV monitor)?
Also, the quality seems quite mediocre when viewed on an NTSC monitor. The quality is much better when I deinterlace the video in Virtualdub first, but aren't I supposed to get better results with interlaced video on a TV monitor? So far I am not too pleased with my initial experiments creating SVCD or XSVCD from DV source. Any advice?

DV can be tough to encode to any other format sometimes.
When you encode with CCE, I suggest leaving all settings off. You can also try using DVD2SVCD, it has an AVI2SVCD automated process. 4:3 (fullscreen) video encoded into SVCD doesn't leave too high quality of results. SVCD in my opinion works great with 16:9 material and with any full screen video it will give you pixalation.
Frameserving with Virtual Dub will slow down your encoding process, I would suggest looking into AVS or VFAPI (DVD2SVCD does all this for you, but it's nice to know on it's own).
So don't expect 1:1 results with DV into SVCD at full screen.
