What sort of machine would you recommend me to build for 4K video editing? Is a Mac a preferable way to go as it has Thunderbolt Is an i7 processor adequate of should I aim for one or more Xeon processors. I would like to keep the cost down if possible. Another related question is do you think Windows 10 is any good for this or would a Linux system be a lot faster and cheaper

If you want to edit 4K now, for anything beyond the simplest cuts forget about keeping the cost down. You want the most powerful system you can find. Windows systems will always be cheaper than macs for the same capabilities.
Videoguys.com has good suggestions and you don't have to buy from them.

Share same impression (like videguys) that decent workstation is a best approach - HW selection should be in-line with software selection so first check what capabilities are for your software then buy best HW and be sure that your software will use it.
