    How i can reduce the bitrare of any video file and most mkv without loosing the quality of the video?

    Can i do that with the mkvtoolnix program?

    If not is there any easy and quick program that can do that?

    You can't reduce the bitrate without decreasing the quality. You can't even re-encode at the same bitrate without losing quality.

    It cannot re-encode anything.

    Again, none that will not reduce the quality. But there are tons of programs that can re-encode with a lower bitrate: Handbrake, Xvid4PSP, XMediaRecode, AviDemux, VirtualDub, RipBot264, VidCoder...
