I've got a DVD that was made from a VHS tape (by somebody else, so I'm not entirely sure of the process).

For about 15 minutes towards the start of the tape, there are constant bursts of static on the video, and the pitch of the audio wanders up and down, with super-deep voices in slow motion followed by rapid-fire chipmunks.

I tried to pull a sample in DGIndex, but I get a 'caught an exception while decoding' error. If I import the first VOB file into Adobe Premiere, the video and audio are out of sync by enough that I can't even tell how much it is (and yet, if I go to the start, it's all within a second or so).

Is there anything that can be done about this? I figured it was a tape problem and editing the DVD wouldn't get it done, but there's obviously issues with the disc itself as well (that being said, I'm also interested in solutions that require the tape, as that may potentially be workable).
