Program for adjusting subtitle appearance?

I've downloaded subtitles for a program and in all 6 episodes at a certain point, somewhere, the subtitles start appearing too late. In one episode they're just shuffling through quickly right from the beginning and then they disappear for a few minutes.
I doubt that this is a problem that just needs one shifting of time, but is there a program somewhere with a GUI that would allow me to realign the subtitles with the line spoken throughout the video? Just a text editor doesn't help because I need to be seeing the video and if I use a video player, finding the precise frame to start on is difficult with video players that only give seconds.

Thank you!! This program is incredible!! Definitely need to read the manual or find some tutorials though. The precision of editing is amazing.
