Cropping And Stabilizing Help Premiere Pro CS6

I need to stabilize a vertical video and really need help. Any advice?
I assume I have to change the aspect ractio and than export than stabilize but I'm having trouble changing to aspect ratio of an existing video so it fits it perfectly

Premiere's warp stabilzer is pretty decent. Start with the default and then tweak to taste.

As to changing aspect ratio, just add the clip to your chosen timeline, right click and choose scale to frame size. Again you can tweak to taste. You will lose a lot of vertical information if you're going from a vertical to horizontal aspect ratio.

I would highly recommend scaling and trimming before stabilizing.

The issue is the person in the video filmed it like a vlog. So the videos very up close to there face. The video was exported horizontal so i have black bars so i cant scale it to frame since it already is . And if i did zoom in it would be an unflattering video being basically up to there nose.

So at this point it's not a technical question but an artistic one. The best answer is going to depend on the actual specific footage.
