those specs refer to compression and codec spec levels
NOT to visual level on the display
to make the change you are asking means RE-coding the file using a level one codec
it also usually means a bigger file size for the same visual quality

The Profile@Level information depends on the speed and feature limits of a decoder used in a playback device. Powerful decoder chips in home cinema players will support a higher profile and level than power saving decoder chips with low integration (transistor count) in mobile devices.
To create a video stream compatible to a specific maximum Profile@Level, you may have to reduce the bitrate and the complexity of other encoder options, maybe even the resolution and framerate of the source video, to "make the video stream easy to decode" to avoid excessive demands of the decoder chip, which may cause video stuttering or even a decoder crash.
There are tools which can patch the Profile@Level flag in an AVC video stream so that decoders will not refuse a video outside the limits a priori; but still, if the limits are exceeded, the decoder may fail. So the safer way to produce compatible material is to prepare the video attributes and the encoder options accordingly before encoding. This requires to know the limits of your target playback device.
You can find numbers e.g. in the Wikipedia article about AVC (H.264); but they may not be very intuitive. Values in dimensions like "decoded blocks per second" require further calculations to know the relation between frame rate, frame resolution, and more details.Last edited by LigH.de; 12th Jan 2016 at 03:19.
