Invalid muxer rate error

When I cut a WMV file with TMPGEnc, encode it to XXX.mpg and try to burn it on a CD-R (WinOn CD), I get following message : "XXX.mpg has an invalid muxer rate (3203) and is not suitable for VCD."
Any suggestions ?

when enconding in TMPGenc besure to select the MPG-1 VCD in the upper tab and remember that the *.mpg (mpg-1) must be 352x288 25fps (pal) or 352x240 29.97 fps (ntsc) at CBR 1150kbps and audio 224 kbps.
try the VCDeasy (1.0.9) to burn the *.mpg file to the cd (you could make chapters). it´s very easy.
