    I have a MKV file that's 23.97fps, but I want it to be 60fps. On my PC I normally use Smooth Video Project (SVP), but I need to convert a few files for my tablet. I really don't want any loss, but if it's absolutely minimal, it's okay. I also prefer to leave the video intact (no conversion) but I don't think that's going to happen.

  2. Without knowing what tablet you have, or what video/audio codecs and other streams are in your mkv it's hard to say. You may not have to convert anything but the container. Why 60fps?

    I personally prefer how 60fps looks over 24fps, even though it's not true 60fps.

    As for codecs (MediaInfo tells me this):

    Video: 1280*720 (16:9), at 23.976 (24000/1001) fps, AVC (Header stripping)(High 10@L5)(CABAC / 16 Ref Frames)
    Audio: 48.0 KHz, 2 channels, AAC (LC)

  4. If you don't have a player that supports motion interplation you have to perform it in software and reencode. There will be some loss of quality from the reencoding. You can use AviSynth (steep learning curve) along with the SVPFlow filter or mvtools based filters to generate the interpolated motion. All such filters (including SVP) are prone to gross errors in the interpolated frames whenever you go beyond simple panning motions. And 24 fps to 60 fps leaves you only one frame out of every five from the original video (ie, four out of five are interpolated).
