    Would these bitrates be ok for 720p and 1080p

    720p 5500kpbs to 6500kpbs

    1080p 8500kbps to 10000kpbs

    What should be the bitrate for 4K so the video will have good quality and keep the videos under 5gb

    All these videos will be MP4

    Completely depends on content, codecs/settings used, and the quality you want.

    Usually, but for the x264 encoder it's better to use CRF encoding unless you need the same bitrate all the time for some reason. It's better to have the same quality each time instead of the same bitrate. CRF18 is roughly where the encoder is considered to be "transparent". Lower CRF values = higher quality and larger file sizes. The bitrate will vary for each encode, depending on how hard the video is to compress (ie noisy video will require a higher bitrate than clean video).

    The question doesn't really make sense because bitrate x duration = file size, so the bitrate required for quality will depend on how hard the video is to compress while the bitrate required for a certain file size will depend on how long that piece of string is.
