What you might use depends on the amount, type, and distribution of "blockiness and artifacts", or what you are referring to specifically. But a retail BD shouldn't have any "blockiness"

HI usually sometimes the dark scenes may have blockiness, artifacts etc

is there a filter that detects this automatically and tries to make it better overall

To add a little to pioisondeathray's answser: you're not going to get very far in this discussion without giving us a sample of your video. There's no such thing as a block "detector" or auto filter to fix it. And for all we know, respectfully, "blocky" can mean a lot of things.

On top: searching explicitly for a "resize" filter (in the title's topic) to fix it may be misleading. Scaling is not very related to compression artefact or banding reduction, these issues have specific plugin groups (Deblocking, Debanding).

oh yes sorry i meant to remove artifacts disbanding etc..

i know a denoiser can do this but should i use something else too

i could sharpen my video but i am encoding to compress my videos so 1080p around 2.5 gb and more (So sharpening can hurt compression.. or not)

i have lots of blurays with may genres romance, comedy, action etc. (I am ripping them to my hard drive)

can u help me which filters to use for high/Low motion scenes ETC

There is no one-for-all hint. Every movie has its own optimum. You will be surprised how little filtering most videos really need, and probably only in few specific scenes. There are even completely different solutions, not at all "video filters" as such. But sometimes, lost quality is lost, all you can do is obfuscating the loss.
