MediaInfo says frame rate = 29,97 and DAR = 4:3

Use Handbrake. It will crop the letterbox bars and handle the aspect ratio for you.

Mod 4, anamorphic loose or strict is fine unless your playback device doesn't support anamorphic encoding.
